Error description
Download dialog with Open, Save, Cancel buttons does not appear when Excel report is run from Cognos Navigator portal. The issue only happens when using Internet Explorer(10 or 11) and does not happen when using Firefox. However, the issue does not happen when it is run from IBM Cognos Connection even though these versions of IE are used.
