  When compiling with the OPT(1) or OPT(2) option the compiler
  was not aliasing EXTERNAL data items when referenced as
  parameters on CALL statements
  

Problem conclusion

• The compiler was modified so EXTERNAL data items are aliased
  with external CALLs, so that the optimizer knows that an
  external program call might modify EXTERNAL data items.
