Error description

• Rational Developer for System z - RDz - v9.1.1 editors cannot
  find copybooks referenced by a -INC statement before column 7.
  
  Steps to reproduce
  
  1- edit a COBOL program with the following statements in COBOL
  editor or LPEX:
  
         IDENTIFICATION DIVISION.
         PROGRAM-ID. HELLO.
         DATA DIVISION.
         WORKING-STORAGE SECTION.
  -INC CPYINC1
         PROCEDURE DIVISION.
         END PROGRAM HELLO.
  
  2- error ""ERROR_TOKEN" unexpected tokens ignored" is marked on
  the line of -INC
  

Local fix

• Move the "-inc" statement between columns 7 and 72
  

Problem summary

• Editors cannot
  find copybooks referenced by a -INC statement before column 7.
  
  Steps to reproduce
  
  1- edit a COBOL program with the following statements in COBOL
  editor or LPEX:
  
         IDENTIFICATION DIVISION.
         PROGRAM-ID. HELLO.
         DATA DIVISION.
         WORKING-STORAGE SECTION.
  -INC CPYINC1
         PROCEDURE DIVISION.
         END PROGRAM HELLO.
  
  2- error ""ERROR_TOKEN" unexpected tokens ignored" is marked on
  the line of -INC
  

Problem conclusion

• Modified the COBOL parser to accept the -INC statement before
  column 7.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V9.1.1.1 Fix Pack which
