PI33429: WEBSPHERE MQ: ACTIVE LOG DATASETS SHOW "NOT REUSABLE"

Error description

• When using dual active logging for MQ. In the case ENDRBA of
  primary active log and secondary active log are different, one
  of the active logs will be "NOT REUSABLE" after log switch is

  * PROBLEM DESCRIPTION: LOGCOPY2 active log marked NOT          *
  *                      REUSABLE after being offloaded during   *
  *                      queue manager restart following         *
  *                      abnormal queue manager termination.     *
  ****************************************************************
  * RECOMMENDATION:                                              *
  ****************************************************************
  During restart processing, the queue manager checks that the end
  RBA of both copies of the current active log match. If a
  discrepancy is found, the logs are truncated and offloaded and
  logging continues on the next active log.
  If this processing finds that the end RBA of LOGCOPY2 is lower
  than that of LOGCOPY1 (which can occur if the queue manager
  terminates abnormally while log IO for logcopy2 is outstanding),
  an error in the offloading code prevents the active log being
  marked as reusable during offload processing, even though all
  of the log records it contains have been successfully offloaded.
  

Problem conclusion

• CSQJOFF3 is changed to correctly determine that the active log
  in logcopy2 can be marked as REUSABLE under these circumstances.
