Rational Build Forge Interim Fix 3 for 8.0.0.2

APAR status

• Closed as program error.

Error description

• V8 MJC missing tag variables BF_D, BF_T, BF_J & BF_W in chained
  project if "Inherit Tag" option is enabled.
  
  Reproduce steps;
  1. Enable "Inherit Tag" by changing option to "YES" at
  Administration->System page in console UI
  2. Create a simple a project or library and a step
  3. Create also a simple project and step and chain the
  project/library. add below commands into the step.
      echo ${BF_T}
      echo ${BF_D}
      echo ${BF_J}
      echo ${BF_W}
  4.  The called project job will missing and step log displays
  below messages;
