Error description

• Queue manager abends with reason code 00E2000C due to the ACELIM
  setting, meaning that the thread_latch will not be released.
  This results in the queue-manager terminating with CSQV086E
  REASON 00E50705.

  for which the only option is for the queue-manager to be
  terminated).

  Following an earlier abend in CSQESYNC processing the recovery
  procedure in the module fails to release the ethr.thread_latch.
  When CSQESYNC is invoked by CSQELABR the passed FRE relates to
  the FRR established by CSQELABR and is associated with a
  different SRB to that which CSQESYNC runs on. This leads to the
  00E50705 termination code.
  

Problem conclusion

• The code has been changed such that when CSQESYNC is called
  from CSQELABR, a new FRR is created in CSQESYNC so that the
  recovery processing is able to perform the releasing of the
  thread latch.
