PI31830: IN DE MODE, THE ACTION RULE PART, "SET DATE" DOES NOT WORK CORRECTLY, THE LOCAL TIME IS NOT TAKEN INTO ACCOUNT

Error description

• In DE case, the action rule part, "set date" does not work
  correctly, the local time is not taken into account. (for
  example, when running rules in Raleigh)
  for example,
   the action: set DateParam to 10/27/2006 4:47:30 PM ;
  in DE case, the Irl is:
  DateParam = new ilog.rules.brl.Date(1161960450000L);
  and in CRE, the Irl is:
  DateParam = new java.util.Date(ilog.rules.brl.IlrDateUtil.
  getLocalTime(2006, 9, 27, 4, 47, 30, 0, 1));
