Error description

RLimitMEM, RLimitCPU, or RLimitNPROC directives might
unnecessarily trigger an error message when altering maximum
resource limits.

* RECOMMENDATION:  Apply this fix if attempting to use         *
*                  RLimit* directives to reduce the maximum    *
*                  resource limit.                             *
****************************************************************
RLimitMEM, RLimitCPU, or RLimitNPROC directives were
triggering an error message containing "Must be uid 0 to raise
maximum RLimit" when attempting to reduce hard limits.

Problem conclusion

The RLimit* directives were updated to allow reduction of the
maximum limit.

This fix is targeted for IBM HTTP Server fix packs:
- 8.5.5.5
