PI30584: CREATE COMPONENT DIALOG PRODUCES UI ERRORS

Error description

• Steps to reproduce:
  
  1. Go to components and select "Create New Component"
  2. On the dialog box, scroll down and check "Run process after
  creating a new version"
  3. Uncheck the same selection
  4. Check the selection again
  
  Actual results: There are two drop downs for environment.
  Checking and unchecking
  that option will continue to create more.
  
  Expected results: The drop down should refresh and not create a
  duplicate element.
