Rational Build Forge Interim Fix 3 for 8.0.0.2

APAR status

• Closed as program error.

Error description

• ---Our test builds with the fix will now finish in Build Forge,
  but not return any status in RTC at any point of the build. The
  Progress column only shows (no progress information) and never
  ends. In Build Forge, the Build Status of completed builds looks
  like this - showing still queued:
  
  Status: Completed -- Failed But Continued-- Queued
  
  Status: Completed -- Failed -- Queued
  
  ---With builds that have successful status in prod, we see
  something like this for the status at the top of the Build in
  Build Forge:
  
  Status: Completed -- Failed But Continued -- Built
  
  Status: Completed -- Failed -- Failed
  
  Status: Completed -- Passed -- Built
  
  The interesting thing is that it looks like the status staying
  in Queued was happening with 8.0.0.2 before as well, but now
  with the fix it is not returning any status to RTC.
  
    The bf_eventqueue does not contain any data even though the
  jobs are listed as queued.
