APAR status

Error description

• The queue-manager hangs at startup when it has active logs
  that need archiving and 'Primary EDT Device Group xxxx' ENQs
  are not available.
  
   The last message in the master joblog:
  CSQJ099I -  LOG RECORDING TO COMMENCE WITH...)
  
   As soon as the tape station is reactivated the QMGR continues
  its restart phase and completes successfully.

  *                      active logs require archiving and the   *
  *                      archive tape system is unavailable.     *

  * RECOMMENDATION:                                              *
  ****************************************************************
  During queue manager startup, any offloads that were in progress
  when the queue manager terminated are restarted. During the
  offload process it is possible for the allocation of the archive
  log dataset to suspend while holding the SYSZTIOT ENQ due to the
  necessary tape subsystems being unavailable.
  This prevents other startup processing that also requires this
  ENQ from taking place until the offload is able to continue and
  release the ENQ, delaying queue manager startup.
  

Problem conclusion

• CSQJOFF1 is changed to delay starting archive log offload
  requests during queue manager startup, unless all active logs
  are full (in which case the offload must complete for startup to
  continue).
