Error description

Problem description
Linking a work item in a CleaQuest (CQ) record does not create a
backlink in the Work item to the CQ record when the Work item
has a German umlaut  in any of its attribute. It is possible to
link a CQ Record with a umlaut in a Work item, both links are
created correctly. It is possible from a Work itrem having an
umlaut to link a CQ record. Both links are created.

Steps to reproduce:
1) Open a defect in CQ select the Links tab and click on
"Modify"
2) Select Add: -> Affected By Defect -> Creat New -> Defect
3) Fill the form with the necessary mandatory fields. On the
Summary field enter any text with only standard ASCII
characters, such as (New WI)
4) Save the new work item and also save the changes to the CQ
record
5) Check that in RTC the new work item has the link to the CQ
record
6) Repeat steps 2 to 4 but this time on the summary field of the
work item form, enter an umlaut for example the character "&#195;&#131;&#194;&#188;"
9. Check that the new work item does not contain the link to
SAMPL00000001

What is the expected output:
The link tab of the new work item in RTC is showing the backlink
to the CQ record

What do you see instead:
No backlink.

Problem conclusion

A fix is available in ClearQuest 8.0.0.14 and 8.0.1.7.
OSLC backlinks are now created from ClearQuest to RTC when a
ClearQuest record has a German umlaut character in any of its
attribute fields.
