* PROBLEM DESCRIPTION: Starting the IHS server under a root    *
*                      userid fails with getpwuid() error.     *
****************************************************************
* RECOMMENDATION:                                              *
****************************************************************
If the IHS server is started as root, uid=0, it will attempt
to switch to the userid of the configured User value.  If User
was not configured, it will attempt to use the default, #-1.
This is most likely fail with a getpwuid() error message.

Problem conclusion

If the IHS server does start as root, and the attempt to switch
to the default User value of #-1 does fail, a more descriptive
error message will be issued.  The following error message will
be issued.
[alert] (164)EDC5164I SAF/RACF error. (errno2=0x0B4F0804):
getpwuid: couldn't determine user name from uid 4294967295,
you are starting as root and using the default User value of
#-1, On z/OS, Apache is generally NOT started as root. If you
are intentionally running as root, you must setup a surrogate
userid and configure that ID in the "User" directive.
