  After a problem where DB2 encountered an abend but did not
  terminate, a QMGR received the message
  CSQM056E :QMA1 CSQMIGQA MQGET failed for queue
  SYSTEM.QSG.TRANSMIT.QUEUE, MQRC=2342
  (where 2342 indicates MQRC_DB2_NOT_AVAILABLE)
  followed by
  CSQM051I :QMA1 CSQMIGQA Intra-group queuing agent stopping
  The Intra-group queueing agent did not restart, and had to be
  manually restarted by enabling IGQ.
  The module CSQMIGQA does not have any code to recover from
  MQRC_DB2_NOT_AVAILABLE or any SMDS errors.
  

Problem conclusion

• CSQMIGQA has been altered to put the IGQ agent into retry after
  MQRC_CF_NOT_AVAILABLE, MQRC_DB2_NOT_AVAILABLE and
  MQRC_DATA_SET_NOT_AVAILABLE.
