APAR status

• Closed as program error.

Error description

• When using the IBM Rational License Key Server (RLKS)
  Administration and Reporting Tool, license usage report accuracy
  may suffer if the license server fails to log transactions in
  the server debug logs.
  
  Generally, this only occurs in conditions where the license
  servers are under heavy loads.
  

Local fix

• At this time, there is no workaround to the issue that will
  preserve prior reporting data.
