APAR status

• Closed as program error.

Error description

• If you are trying to create a resource that is not of a standard
  resource type, Deploy will error out stating that you do not
  have access to Basic Settings or Manage Impersonation.  This is
  seen when you have access to create and edit a resource of
  whatever type you are creating and the resource is not a top
  level group.
  

Local fix

• You can uncheck the 'Inherit Teams From Parent' checkbox, delete
  the defined type and team, then re-add the appropriate team and
  resource type.
