Error description
QREP was running on member A. Dictionary was built by insert on member B, then member B tried to notify other members to load the dictionary. Compressed log records were generated on members where dictionary was loaded successfully. There was a timing window issue that QREP running on member A fetched compressed log record before member A loaded the dictionary.

This apar was opened to contain the V11 fix of PI21358 (which had only the V10 fix in it first. Then, since the target date of PI21358 was extended, and the V11 fix was ready in PI23850, we decided to move the V11 fix from PI23850 into PI21358, so we have only one apar (PI21358) for the pmr 16636,071,724.
