PI22985: Unable to change governor settings over maximum for external data in Framework Manager

Error description

• Unable to change those values over maximum number on FM GUI
  without editing xml file.  Product documentation describes, "The
  maximum file size that you can import is 2.5 MB, with a maximum
  of 20000 rows. You can import a maximum of one external data
  file per package. Your IBM Cognos modeler can override these
  governors in IBM Cognos Framework Manager. "  Since these are
  only default values they should be changeable.
