  LPEX context menu parser actions are disabled when COPY
  statements are placed before the Identification Division
  
  Abstract: If COPY statements are placed prior to the
  Identification Division, LPEX editor context menu parser actions
  such as Open Declaration, Occurrences in Compilation Unit will
  be disabled unexpectedly.

• Use the COBOL editor.
