  update FKs when a non-identifying relationship exists between
  two entities.

  Although some foreign keys are not created by migration
  (they belong to the child entity), their PK-ness was
  propagated from the parent.
  

Problem conclusion

• If the PH-ness only was propagated from the parent, if the
  relationship changes from identifying from non-identifying,
  a new propagation must update the PK-ness without warnings.
