Error description

• When sending and receiving SOAP 1.2 messages that contain
  international characters, these characters become corrupted.
  
  WORKAROUND:
  
  Append the following to the HTTP header Content-Type for
  messaging actions: '; charset=UTF-8'
  
  For example Content-Type becomes:
  
  Content-Type=application/soap+xml; charset=UTF-8

Problem conclusion

• This problem was caused because Rational Integration Tester was
  not including the content encoding in the HTTP header for SOAP
  1.2 messages. As a result, some Unicode characters were being
  rendered improperly. This problem has been resolved in version
  8.6.0.1.
