    The AOI exit interface uses the user exit header buffer address
    without checking if the address is zero or not.  When the
    address is zero and depending on what value at location 0, the
    next processing outcome is unpredictable.  When the diagnostic
    tool IGVDGNPP is running, the value at location 0, that is
    normally zero, may be set to 55555555 or FFFFFFFF instead.  In
    one instance, a value causes the exit to think it needs to free
    the user exit header block, when in fact it should not.  As a
    result, IMS messages are not sent to the AOI exit.
