PI19640: Format pattern using a number not correctly applied in Excel format

Error description

• If a number in a list is formatted using a pattern like:
  ##.##':1' to append a :1 to the end of the value it works in
  HTML format, but in Excel 2007 format it appears the :1 shows
  all kinds of digits.    If the pattern is like: ##.##':C' then
  the result is the same in both formats, appending :C to the end
  of the value.
