PI18993: Model ER diagram not being marked as dirtied when it is updated to reflect underlying model changes

• Model ER diagram auto-updates are not reflecting in explorer
  until the diagram is dirtied and saved

  As I explained when I responded to the engineering issue the
  Explorer will not show new items until the diagram is saved.
  The fact that the diagram is not being marked as dirty is
  the focus of this CR.
  

Problem conclusion

• Diagram dirtied (marked as unsaved) if the diagram has been
  updated based on an underlying model change.
