PI18266: Unstable screen with SA diagrams, scroll bar..etc

• Closed as program error.

Error description

• SA has scrolled the diagram as intended but then no longer
  thinks the diagram has scrolled after a symbol definition has
  been edited. When the user next attempts to interact with the
  diagram there are unexpected effects - in the first case
  triggering the rename of the symbol.
  I have repeated the problem. you can trigger it using the
  scrollbars:
  1) Lay out a diagram as the client did
  2) Zoom in so not all symbols are visible, remember where
  symbols are with the diagram view at the top left of the
  diagram.
  3) Scroll down so the last symbol is selected
  4) Edit it and change the graphic comment and press OK
  5) Click around the symbol - the selection box doesn't go away.
  6) Click where you would expect a symbol to be if the diagram
  view was at the top left of the diagram and that symbol will
  appear.
  7) To make it even clearer press F3 to have the diagram redrawn
  - it will be as if the diagram was not scrolled in the first
  place.
