PI17973: DQM java process repeatedly restarts after applying interim fix

Error description

• If interim fix 10.2.1.2 IF1115 is applied to a linux BI Server
  environment, every few minutes the DQM java process restarts
  itself.  The following message is seen in the XQE log:  <event
  component="XQE" group="Resources" level="ERROR" thread="54"
  timestamp="2014-05-14 15:19:09.750"><![CDATA[DQServer: shutdown
  due to the critical error]]></event>  Users may see errors like
  CCL-BIT-0006 or XQE-INI-0001 if reports happen to run during the
  window when XQE is restarting.
