APAR status

• Closed as program error.

Error description

• The FileTransfer operation was reported to be failing on
  Windows Phone 8, while the same code worked on iOS and Android.
  It was found in the code that for iOS and Android, the
  FileTransfer operation will create the specified directory for
  the transfer if it does not exist, but for Windows Phone 8, an
  error is generated if the directory does not exist.
