PI17231: Relative path for images fails with windows slashes in 10.1.1

Error description

• After applying a 10.1.1 FP3 relative paths broke for both types
  of slashes (unix and windows type).??After applying Hotsite 1020
  Unix type slashes work fine yet windows style slashes do not
  succeed.??Our samples use both types.??Related to COGCQ00853130
