APAR status

• Closed as program error.

Error description

• I created a new attribute on the task type of type upstring and
  it is not modifiable when the task is checked in for developers.

  When the task was assigned to me I could modify both attributes.
  When I checked it in I could still modify both. Since my user
  has all roles I thought maybe it would work better if I was only
  a developer.
  
  So I added a new test user to the database and I could not
  modify either attribute when the task was complete. The upsting
  attribute should be modifiable even when the task is static.
  
  I then gave the test user build manager role and now when I show
  the properties of the task I can again modify both attributes ?
  when it is complete.
