Error description

• IBM Urbancode Release installer fails to create and correct
  setenv file which contains java.library.path
  
  How to reproduce the issue:
  1. Install IM
  2. Install UCR 6.0.1.0
  3. Set the installed directory to a different directory  (don't
  select the suggested installed path)
  
  Result:  The java.library.path in setenv points to an invalid
  path which does not contain the tcl_ibmratl.jar.
  
  4. Upgrade the server to 6.0.1.3
  
  Result: The installer does not update the invalid
  java.library.path setenv file
