PI15463: DojoTabContainer looses content via related tabs

Error description

• Environment: Windows
  Product name: IBM Rational Business Developer
  Program Version    :  8.5.1.1
  Description.
  Its observed that a DojoTabContainer appears to randomly loose
  content for all associated tabs when displayed via the browser.
  Implementing a minimize or maximize on the browser window will
  return the content displaying the applicable tabs correctly.
  
  Development have identified the cause of this issue concerning
  two conditions:
  1.  A DojoTabContainer is created but is not attached to any
  parent widget on the screen.
  2. The DojoTabContainer is dynamically attached to a parent
  widget later.
  The problem occurs because the size is not calculated when the
  DojoTabContainer is created (it is not in the DOM). In Dojo the
  user will need to call layout() of the DojoTabContainer when it
  is attached to the screen so this defect will add the same
  mechanism to EGL.

Problem conclusion

• Add layout() method for DojoTabContainer. The user will need
  to call layout() of the DojoTabContainer when it is attached
  to the screen.
