Error description

When using RAAz (though not when using RAA on Windows), when
scanning code that has literals that contain Japanese
characters (may also affect other MBCS aka DBCS characters), a
SQL0191N Error occurred because of a fragmented MBCS character
message is produced.

Local fix

Change fileEncoding parameter under the MVS stanza in
Common.cfg to contain specific codepage information.
For instance, fileEncoding parameter may be set this way by
default:
fileEncoding = $L{mvsFileEncoding}
and could be changed to:
fileEncoding = Cp939
