   Change team confirmed that the CSQX027E message is being
  erroneously issued due to the presence of the CSQXDBG DD card
  That is, there is no shortage of storage in the CHIN; the
  message is being issued due to the buffer pool checking
  code setting a return code when it finds an orphaned buffer
  (orphaning of the buffer is due to the PI13042 problem).

  With the CSQXDBG DD card enabled, additional checks are
  performed on the consistency of buffer blocks and chains. In the
  event of a problem being discovered, this is reported via an
  FFST as intended.
  
  When a problem is reported, the return code from the original
  storage allocation or free operation may be overwritten by the
  result of the buffer checking operation. This may make the
  calling function believe that the storage operation failed when
  it in fact succeeded.
  

Problem conclusion

• Processing has been amended to ensure that the return code from
  the buffer checking operation does not overwrite the return code
  for the initial storage operation.
