Problem conclusion

• A decision was made to restrict extract operations to those
  with Administrator permissions in Catalog Manager.
  Administrators have the option to allow the operation via a
  Catalog Manager setting (Options\Allow Import/Export for
  Non-Admins) but this will merely re-enable the chance that
  this scenario will occur.
  Permissions are checked at the point of picking the target
  encyclopedia or workspace and a status bar message is shown
  for the duration of the operation. If the user is found not
  to have permission then a message will be presented to this
  effect and the encyclopedia or workspace selection will be
  cancelled.
