Error description

• Abstract:
  
  Attempts to start the WebSphere Application Server within the
  product might result in a server start up timeout.
  
  Error Description:
  
  You attempt to start a WebSphere Application Server instance
  within the product.  The server start up times out since as the
  product does not detect the server status correctly and stays in
  'starting...' mode while the server is already started and you
  can see the message 'Server open for e-business in the console.
  
  Local fix:
  
  There is no known workaround at this time.

  The server may appear as Stopped or be stuck in the Starting
  state when attempting to start the server.
  

Problem conclusion

• The check for whether the server is started was modified to
  prevent cases where the state would be returned incorrectly.
  
  The fix for this APAR is included in Rational Application
  Developer v8.5.5.1
