PI11993: Unable to apply permanent change to the rpl file path

• Closed as Permanent restriction.

Error description

• User would like to obscure the paths used by the rpl files to
  protect sensitive information such as user and path data. When
  they right-click the projects browser element they can edit the
  path of the rpl file so that it is relative. However, when they
  reload the project list the file path has been overwritten by
  the absolute path of the file.
  
  If it is not possible to modify this path to a relative path
  then it should be disabled or a message should inform the user
  that it is not currently possible to use relative paths for the
  rpl file.
