  (<>,<>)?when generating the automatic prompt page. This happens
  for example, when the user is trying to set Parameter values in
  Cognos Connection.??The report itself can be executed fine and
  the error is only happening for Compatible Query Mode.
  

Local fix

• - Publish the package in Dynamic Query Mode
  - Adjust the if-then-else to if(?Parameter? =  <> or ?Parameter?
   = <>)
  - Create a prompt page, containing a value prompt for Parameter
