PI11349: Snippet Java code in samplified scripts disappeared

Problem conclusion

• When non UTF-8 scripts are exported from pre-RFT 821 to post RFT
  821, the simplified script and Java editors expect the input to
  be in UTF-8. Hence the code seen is garbled and the Java code
  snippet tags are different from what is expected. As a result,
  regeneration of the Java code deletes the code snippets.
