When deploying a Worklight application on the Workight PureApplication Pattern, if there is a scaling policy in effect, the deployment may fail. Errors may be logged in the WebSphere Application Server log that resemble the following: "WORKLIGHT/WAS/changed.py 140425534080768 pid=23400 ERROR Error: Supports one component link; found 2"

Problem conclusion
The problem occurred because of a Worklight pattern scale in/out script error. In the script, if the VM numbers > 1, it will throw an error and stop running so the scaled VM cannot start.
