PI10540: Unable to drill down on charts with left mouse click when running reports via URLs

Error description

• A JSP page is used to run reports via URLs.  - Unable to drill
  down on charts with left mouse click in IE9.  Right clicking,
  then selecting drill down works fine.  - The issue started
  occurring after upgrading from 10.1.1 to 10.2.1.1.  - The
  problem only occurs when the chart is displayed in the JSP page
  and only when using IE 9 (IE 8 and FF work fine).  - Using the
  same IE9 browser to view the chart in Cognos Connection and
  drill down with left mouse click works fine.
