Local fix

Problem summary

• The outline parser was not handling the COPY statement properly
  and this was causing the exception to happen when doing a
  compare in the compare editor.
  

Problem conclusion

• The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V9.0.1.3 Fix Pack which
