Error description

• On the Web client the value_change hook on a ref-list fires
  twice.
  The first time GetFieldValue( $fieldname ) returns an empty
  list, the second time it returns an accurate list. This is
  happening when using blank schema, and the problem is *only on
  the Web*.  The problem has been verified with both FireFox 25
  and InternetExplorer8. Testing on the Windows native and eclipse
  clients did NOT exhibit this behavior - the hook fires once and
  GetFieldValue($fieldname ) returns the correct value, which is
  what we would expect on the web.

Problem conclusion

• A fix is available in ClearQuest 8.0.0.10 and 8.0.1.3.
  ClearQuest Web will now only fire value_change hooks once on
  reference list values.
