Error description

• The Application Center client crashes at startup on Android.
  

Local fix

• Change the <uses-sdk/> line of AndroiManifest.xml to
  <uses-sdk android:minSdkVersion="8" />
  then rebuild the Application Center client for Android.

Problem conclusion

• The code has been fixed so that the correct minimal Android
  environment is specified.
  
  The fix for this APAR is currently targeted for inclusion in
