  List entries are not quoted when they need and erroneous
  data is being created.
  

Problem conclusion

• This APAR only addresses what happens with existing
  erroneous data. An addition has been made to the Verify ?
  Repair process which will do a special run on certain
  reference properties ONLY.
  
  An INI setting was implemented:
  [Verify]
  VerifyRefPropsOnly=Y
  It can only be added to the INI file and manipulated
  manually, and it is turned OFF by default.Turned ON, it
  signals V?R process to only perform a particular check of
  certain reference properties: unquoted values in simple
  oneof and listof properties as we well as duplicate entries
  and incorrect list delimiters for all list ref properties.
