APAR status

Error description

• CSQJOFF3 (CSQJO3AR) invokes CSQRJTCV to  convert the start/end
  times to packed-decimal (to be stored in ARCESRP7
  and ARCEERP7). However, the TIME structure is not initialised,
  and so  the fRawStck may be on residually, which means that the
  local time  difference is not added to the start/end times,
  resulting in the problem seen here.
