Error description

• Component process fails if property contains Japanese
  characters.
  
  # Steps to reproduce
  1. In the component process, IBM Urbancode Deploy > Application
  plugin > Run Application Process step
  2. Edit the properties like followings,

  3. Execute component process
  4. Following error occurs
      IO Exception : 400 Bad Request
      The value given for "application" (?????????????????) could
  not be resolved.

  It seems one (or more) of application name, application process
  name, environment name contains Japanese DBCS character, this
  error occurs.
  
  If all the character is alphabetical/numeric, the process runs
  normally.
