PI08949: Synergy does not pass parallel warning messages to Rhapsody

  Synergy MSSCCI does not have a mechanism to signal that
  parallel checkout has happened throught output window in
  Rhapsody.
  However, user can ask scc to warn checkout parallels.
  *
  - In Rhapsody, in checkout dialog, click "advanced" button.
  - select "options" tab
  - check the checkbox "Check for parallel versions on
  checkout"
  After such marking, Scc will warn user
  *
  Another option for such warning is doing it via registry
  - in HKEY_CURRENT_USER\Software\Telelogic\CM SYNERGY, change
  "scc_check_parallel_co" key value from "0" to "1"
