PI08271: Incorrect behavior when passwords have no expiry date.

Error description

• A NullPointerException is reported when a user ID with no
  password expiry date is used on an ESI request over IPIC.
  
  The following message is written to the Gateway daemon log:
  CTG6670E Exception occurred in the Gateway daemon:
  [java.lang.NullPointerException]
  
  The password expiry date returned to a Java Client application
  is set to 31st December 0002 00:00:00.

  CICS Transaction Gateway did not correctly process a response
  to an ESI request when the password had no expiry date set. A
  NullPointerException was reported in the Gateway daemon and
  CTG_ERR_GATEWAY_EXCEPTION was returned to the client
  application.
  This was originally raised for APAR PM55724, which was closed
  FIN (Fixed If Next) and the problem was fixed in the base of
  CICS TG V9.0.
  

Problem conclusion

• CICS TG has been corrected. User IDs with no password expiry
  date will not cause the reported NullPointerException.
