APAR status

• Closed as program error.

Error description

• IBM Rational ClearQuest (CQ) Web users whom are designated as
  'restricted mode' users, such that they shouldn't consume a
  license, may consume licenses under certain intermittent
  circumstances.
  
  A CQ API call to SetRestrictedUser is being performed, but it is
  after the logon has already checked out a license, hence it
  stays checked out until logoff or timeout. It is also related to
  a timing issue and handling multiple user events at the same
  time in the CM Server layer.
  
  The problem appears to occur in 7.1.2.10 and higher.

Problem conclusion

• A fix is available in ClearQuest 8.0.0.10 and 8.0.1.3.  The
  source of the extra license checkout has been identified and
  that checkout is no longer performed for this ClearQuest Web
  restricted user.
