  * amount of time unnecessarily.  During execution, the web     *
  * assets are always copied from the application bundle/APK     *
  * even if they are not encrypted.                              *

Problem conclusion

• The code has been modified so that the web assets are not copied
  unnecessarily when the encryptWebResources flag is false.
  
  Note: The flag testWebResourcesChecksum will have a minor impact
  on the startup cost.
  
  The fix for this APAR is currently targeted for fixpack 5.0.6.2,
  fixpack 6.0.0.2, and fixpack 6.1.0.1.
